Go back and find the ORIGINAL POSTS from Q. They explain it clear as day. They have DOE Q clearances. You ONLY get a Q clearance if you're IN the DOE framework, regardless fo which agency or Military Branch you work in. If it's DOE related, it's DOE. Period.

Q came out of the DOE, even though some are military.

Why else would the DOE have its own "private" army that guards it's installations? Even IF they're actual uniformed Military?
