We call frozen water: ice. Which means it is water, as in H2O.

Ice is h2o in solid state. Steam is h2o in gas state. Water is liquid h2o. The reason you think its liquid state is "the boss" is because it's the most common state that we use, but saying that ice is frozen water is just as arbitrary as saying that water is melted ice.
