If they can prove it happened there can't that set the precedent to check the rest.

That is NOT how forensic audit works. Think of a forensic audit like a coroner examination. In the sense that it applies only to the dead examined. You just don't go applying it to every other dead even if there is the posibility of similar issues. Each case must be examinated individually. And since Florida is conservative, It will give them the excuse: 'Fraud was no wide spread'.
