A new governor does not guarantee anything. Take it form me, a red state style governor that many are hoping for as a result of a recall doesn't mean they will act in the interests of the people they represent. Ask anyone living in Georgia who voted for Trump. Sometimes the enemy you know is better than the one you don't.
