Everyone in the Trump admin had a job. Some played bigger parts, some didn’t. Some of these people did things to help the plan move along faster and smoother. Who truly knows to what extent both Sessions and Barr helped/hindered the Trump administration. But remember, if we know, they know.
Plus, I’d imagine the reason Trump picked those two AGs is because congress would have never voted for a “non-swamp” AG. Which, assuming that Sessions and Barr are not swamp, then Trump laid in place, the perfect wooden horse.
That’s also why we call Barr useless and a traitor, but the media and the Demonrats call him a “Trump loyalist” or “Trump’s personal lawyer”.
Maybe I’m wrong, but that’s my interpretation of the matter.

This is actually a good perspective of why Barr and Sessions were likely placed.
