How about no commission and do this instead: Cut senators and reps' salaries in half, they can keep half of their perks, which ones depending on the vote by the people. If, they do not like that, drop their pay to minimum federal wage and NO OVERTIME. Work on putting the rioters during 2020, especially the ones caught and released, brought to trial. Sentence them to rebuild everything they destroyed.
