It references any participant, not specifically “trans” students. But regardless, there’s just no excuse to look at children’s genitalia, male or female. There are DNA tests, birth certificates, medical records - a plethora of means to identify gender, with out examining a child’s genitalia. Did you also see where there is no civil or disciplinary liability for this “panel”?

It also includes a provision granting protections for any “ordinarily reasonably prudent” actions by the physicians involved: “no physician acting in a voluntary capacity shall be liable for civil damages or subject to disciplinary action under professional licensing regulations as a result of the activities authorized or required by this Code section….”
