why did mike pence make a farewell speech to the 10th mountain division right before they left office?

i got my eye on them during these frozen times

The military certainly can control the weather.

I believe it's been banned for use in war, but that doesn't apply to domestic use. Same as tear gas.

Doing that at 10th Mountain was so coincidental. He could have said farewell to the "troops" at any number of other storied divisions. 82nd is closer to DC at Bragg, 3rd ID at Benning, etc.
