From what I’ve seen its due to power outages from snow and freezing temperatures. Texas has it’s own power grid and uses wind turbines, etc. that don’t perform well in this weather. There is some suspicion that Texas is being targeted or punished through the use of controlling the weather because it is so unlikely that Texas would be like below freezing and Florida is 80+. I believe that’s just a guess, though.

Also seems logical that the army would help get people to these shelters. The 'dogs' bit, and the 'choice' bit - I'm not seeing that. Looks like an effort to make more out of it than it deserves.
