https://www.dallasnews.com/news/weather/2021/02/16/north-texas-counties-cities-others-open-warming-shelters-for-residents-without-power/ This is simply saying that shelters are being opened for those who can't stay warm at home - seems perfectly reasonable. Also seems logical that the army would help get people to these shelters. The 'dogs' bit, and the 'choice' bit - I'm not seeing that. Looks like an effort to make more out of it than it deserves.
