I read somewhere... may have just been someone's theory... not sure... that Canada had a contingent offer for the pipeline that China offered to help build the pipeline in international waters off the west coast and that biden shut down our deal so Canada would pay china to build it and he'd get a kickback... anyone heard info on this?

As a Canadian, it was my understanding that without Keystone, our oil would be shipped out to the west coast, for transport across the Pacific to Asian countries like China. That may have fell through.
In fact, as I heard it, the original deal had the Chinese owning the pipeline which would transport the oil to the West coast. Sufficient pressure was put on Trudeau to get him to buy out the Chinese partnership on this.
They did want one of the gold mines in the Northern territories, presumably for the access that it gives them strategically to a port in the Arctic sea. It was also my understanding that they wanted to bring Huawei up there as well, which would be a significant national security risk to the Canadian and American armed forces in the Arctic.
Take all of that with a grain of salt, I learned that through osmosis from people I personally know, before I began following politics more closely.
