The move really disturbed a lot of the big financial publications.

I haven’t dug deep into this, but it isn’t hard to imagine President Trump’s team saw an opportunity to lace the Covid relief bills with provisions to weaken the DS. With Congresses habit of passing bills without really knowing what is in them, it probably wasn’t that hard to accomplish.
