Just a thought, but the bank would be sued if an individual thinking the ATM was working, went up in the dark (hey, there are some who wouldn't be thinking about the cause and effect), and someone attacked them in the darkness. I believe lights in a bank are left on so that law enforcement can see inside easily.
Someone jokingly indicated a backup generator. That would be a real possibility to keep bank customers, like this angry fellow, from being attacked in the dark.
There I go, thinking like a lawyer again. Maybe the bank shouldn't have thought about their level of liability. But they should have thought about the safety of their customers. I think they did.
