I can’t speak to the specific situation in Austin but a lot of these buildings have their own backup generation(for situations like this).
Diesel generators, can’t just have hospitals etc blacking out.
After that, critical infrastructure is always prioritized to be powered first, who decided banks are critical infrastructure? That’s an issue to take up with your local government.
This was an empty office building and parking garage. If they have a generator, it would be for emergency power only for their servers and limited emergency lighting. Not what we saw. They obviously were on city power and didn’t bother to turn off their lights.
