my opinion is that it's a belt, and that John Q. St. Clair is/was a member of that specops team.

All of his patents for antigravity, teleportation, remote viewing, and 'ufo's' were either abandoned or reassigned. those that were abandoned are now public domain if we can figure out how to put it together.
