PAGAN04 is an E6B Mercury. For whatever reason, they have these odd routes like that, as if they are outlining a state. I have seen similar routes around California pretty frequently, its their most common area for whatever reason.
CABAL03 is a refueler, But its way up there. Not quite sure what its doing way up there. It could be refueling something way up there, there have been quite a few spy planes up in the air the last few days, I would assume those have refueling capabilities so maybe thats it.
