Only send them to prison after confiscating and selling all their assets. It's $50k per year on average to house an inmate - make them pay it.

If they don't have millions in assets, then send them to the chair immediately.

Just leave them in o-pop and announce over live speaker at the prison what they did to little kids. The inmates will make their life a living hell before eventually taking care of them.
