As far as I know from my past research, this is a totally normal presidential motorcade that is armed to the teeth. There are usually several vehicles (vans & SUV's) that contain a small army of highly trained troops carrying everything from automatic weapons to RPGs.
Sometimes they will leave the rear doors open if moving at low speed with a row of rear-facing seats and armed troops ready to jump out if you look closely.
Basically they have to prepare for the worst, even in DC, so that when they travel to other countries they use the exact same type of motorcade
