This is a thought not completely without merit .... though quite skewed.
The immigration into Palestine was government policy of the German Reich vis a vis Haavara Contract. Around 60.000 Jews immigrated into Palestine, despite the 1933 declared war on Germany by Judea.
Palestine was part of the British League of Nations Mandate to create a Jewish homeland, though within the Arab League. The Brits has immigration control. Who controlled the Brits? Family R.
As of 36 they restricted the issuance of immigration papers. The reason being that too many "capitalist" immigrants entered Palestine. Why? Because the Haavara contract turned out to be a rounding success. Both the Germans and the precursor of Mossad worked perfectly together. There was even a marketplace for selling and buying international real estate. So, if a Jew from Argentina wanted to go the Palestine, he could see his property to a Jew from Germany. Jolly good, Adolf!
The WOII prevented Jews from immigrating into Palestine.

1948 creation of the State of Israel is a direct result of the policy of reluctance the Brits had instituted and frustrated every move, including the constant diminishing land proposals. See for instance the 1918 agreement vs the 1922 agreement and later agreements between the major powers.
The Soviet Union was the first country to acknowledge the State of Israel. Why? Kibbutz = Kolchoz. There are more relationships, no doubt.
Prediction: Factions of Jews within the Jewish World Congress are behind all these moves.
