Imagine a Trump-run United States which are bordered by a wall to Mexico in order to stop illegal migrants.. and the same way protected by political means to stop the foreign interference (limited influence of NGOs, foreign funding, liberal philosophies in education system, LGBT ideology, protected election systems, protected internal market, protected internet and state infrastructure, limited influence of Big Tech)..
Is that a dictatorship to you? In some ways it's arguable, I agree.. Because that is in many ways today's Russia.. they have extended the number of presidential terms so that Putin can do another two.. they have kicked out Soros and his OSF.. they have limited Facebook/Twitter and introduced their own social media, the VK.. they have completely encapsulated their internet under Roskomnadzor, replaced foreign content in their weapon systems, removed all foreign (American and Chinese) CPUs from their state infrastructure - all government computers now use domestic MCST Elbrus chipsets.
That might sound like a dictatorship but in the light of the last American elections it also starts to make some sense.. so, it depends on how your own standards are set..
