I felt like Putin was full of crap when he banned western adoptions, because people in charge there were deliberately sticking families with severely mentally ill and disabled children, and when some families said "enough!" and returned them, he got all self-righteous and acted like they were horrible people. But he knows what was going on and how much time and money people spent there out of desperation for a family only to have their lives ruined with schizophrenics and worse.
