I'm wondering why the formation used is the one it is.
Seems to me there are a few ways to decipher the numbers.
If first row > second row, counting from left, the positions missing are 8 + 9 If first row + back row, counting from left, the positions are 1 + 16
Makes sense its the latter, because that equals 17.
They both equal 17 ?
