We found out yesterday that he has pneumonia. Once I found that out I went and got him from that ER. Today we find out he’s negative for covid. Am I overreacting for wanting to contact administrators for possibly causing harm to my father? He had BACTERIAL pneumonia and they forced 2 masks on him while short of breath. I’m more livid than before knowing he doesn’t have Covid.

I believe it. As I commented below my dad absolutely hates masks and understands what they were trying to do. He already looks so much better after a day of antibiotic treatment at home and no mask wearing?
Anti-biotics kill good bacteria, too. That harms the immune system, at the very time a strong immune system is needed. That is very bad for someone trying to recover from illness. Temporary relief is great, but think long-term, also.
You might consider a high quality pro-biotic for him to try. These are expensive ($50+ for a small bottle). No idea if they work, but theoretically they should.
Better advice is to fast for 3 days, which has proven to reboot the immune system (but most people are afraid it will kill them -- it won't):
