I don't think this is really indicative of anything Biden's done yet. Prices now are still lower than they were for much of 2018/2019. Oil just plummeted in the beginning of this year due to coronavirus and OPEC fucking around.
I could be missing something since I don't drive, but doesn't the price at the pump (which I believe is what the graphs I linked are tracking) include taxes? Also the federal excise tax on gas hasn't increased since 1993. Or is there some other tax you're referring to?
