Yeah, I was wondering this, too. Doesn't every single aspect of our judicial system have to fail before military tribunals take over? And for US citizens to be tried in a military court as opposed to a civilian court? Kavanaugh would know... he and Lindsey Graham went over this in detail in his confirmation hearing.
