He probably did have his parameters set but the people he woke up were free to break beyond those barriers. Like AJ may well be controlled op but he woke up a ton of people who have been free to leave him in the dust. If people continue to be confined by the Overton Window it's probably because they're too scared to break free. We tend to stay where we feel the safest.
