They did this intentionally.

Texas is being punished for being Texas. This is designed to break Texas, make the brain-dead normies of Texas turn on their conservative governor, and liberalize the state.

This is going to be repeated all over the country as one of their methods to grind the people to into dust and crush any non-conformity with hyper-liberalism.
