I have no opinion on this spending, since I’m not american. But I’m curious, is the alternative zero dollars, or is it just a matter of how big the budget posts should be?
Alternative would be zero, unless the article is stretching the term stimulus bill. We used to have annual budgets, but not so much in the past 20 years. So every spending bill is pretty much ad hoc, its how you get the insane levels of debt the US has
Hard to tell, but probably slush money. Basically payoffs/paybacks as is typical with these kinds of bills. Most museums are state and local, not federal in the US, for example. So this would be extra money for those institutions.
