While watching this I wondered whether or not if this is part of the plan; make Xiden look as horribly as possible so that his 'voters' will be in a better mindset when POTUS returns. It is going to be a big shock to many people but it helps if they dislike Xiden and want things to go back to the way they were.
It's just an idea and I haven't worked it all the way through but at this point I wouldn't be surprised by much.
