my guess is it's Pompeo's hand in the black and white photo. The skin look too old for the young Asian guy and the tone is lighter in the B&W photo. Question is was Pompeo in the admin when they went to NK?

Yes he was. Pompeo became CIA Dir on January 23, 2017 and became Sec of State on April 26, 2018. As beat I can tell, Trump's first visit to NK was June 2019.
