Yes.. this is because of BROKEN HOMES. Once FDR's "NEW DEAL" came into effect.

It took black men out of the home due to the welfare state.

Once this happens. Gangs and Drugs came from the outside into the community.

There was not father there to protect his family.

Once the Gangs and Drugs came into the community. It started a cycle of gang wars that hasn't ended.
