If I remember correctly, a province of Canada already tried UBI and stopped pretty quickly because it had the exact effect on productivity that you'd expect, so saying this is the first national bill for UBI is both true (that I know of) and purposefully obfuscating the fact that this has been tried there on a large scale and it was complete garbage.
