I would be somewhat weary from using this quote, though I would not put it past the bugger.
NSSM-200, national security paper, delineates the questions surrounding population control. https://pdf.usaid.gov/pdf_docs/PCAAB500.pdf
On NCBI, there is a paper with the title: Vaccines as instruments of foreign policy https://www.ncbi.nlm.nih.gov/pmc/articles/PMC1084093/
So, it is not beyond the realm of possibility he might have said it.
However, did he positively?
The Rumble video does not contain sources. Which I find peculiar, since Janet Ossebaard seems to operate from what she can support with documentary evidence.
Then, this strange: WHO Council on eugenics.
WHO rather uses phraseology, soft smug language, to hide their intentions, like: reproductive health. But eugenics? Brazen, no doubt, but I find this term to belong to the first half of the 20-iest century. Not 2019 or 2009.
Apart from a band with that name, I have yet to find something that looks like it.
I hope to pose this question of source to Janet Ossebaard. However, it seems, since her video series: Fall of the Cabal, she is off the radar.
I would add one other source: https://www.telegraph.co.uk/news/uknews/2983652/Baroness-Warnock-Dementia-sufferers-may-have-a-duty-to-die.html
It reminded me of what Sean Hannity likes to reiterate what dems say about conservatives: they wanne throw granny off a cliff. It surely shows that the other side is not into throwing things off a cliff, except the economy perhaps, but they sure like the idea of premature expiration.
