I'm willing to bet the 10-20k(?) National Guard and Marines, the miles of barbed wire fencing, and the checkpoints at every entry on every street in DC could probably stop Madonna and/or any other unnamed "militia" that wants to "blow up the Capitol."

Isn't that what they are there for?

Maybe they are afraid this mystery militia plans to fly a plane into the Capitol and test whether or not a plane can make a building demolish in a controlled fashion.
