What this means is speculation but there is nothing wrong with pointing out this anomaly and discussing it, especially in light of the Law of War manual revelations and "Occupying Power" discussions, which are totally appropriate for a Q forum.

I think Xiden is unable to deliver a speech that length. As much as I’d like to believe there is another reason, this is the main reason he’s not given one yet.
I don’t know how bad the ratings would be - I, for one, would watch it, simply to watch how badly he fucks it up.
