I blame TRUMP personally. If his IC was not following his orders, fire the asshole at the top (specifically Gina Haspel), put the Deputy in charge, and give them 24 hours to #Declass or suffer the same fate as Gina.

Same for the DNI .. same for the NSA ..

Eventually you'll promote someone who is not-yet-swamp who WILL get the job done.
