Does anyone have a guess as to why there are national guard troops still in DC?

I have been thinking that the plan to save American might just involve those NG troops in DC and the troops just aren't being told that as to keep the enemy from knowing. What are your thoughts on this?

The land and real estate have been seized as assets of a bankrupt USA Inc. prior to being restored as part of America. These assets are being guarded to prevent occupation by foreign forces.

....is my working assumption.
