The gold means we are under admiralty law/courts, yeah, but it does not mean the military is in control in this sense. It means our flag/country was captured and is now being run under corporate/admiral/maritime law.

I would imagine things are still in transition, and I think it's all federal property (not just DC) that would display the gold fringe. I don't remember the specifics of its use outside of federal property though so not sure just how much of it's been switched over, but I think they're still in our courtrooms too, or am I wrong about that?

Gold fringe means that we are working under an outside system of government. Thats what I always believed but there's so many definations lately idk what to believe anymore.
This is the flag that has been in use through the whole Trump administration. He was tapped by the military for this job.
The gold-fringe has been in use throughout the country since long before Trump, it is not in any way an official representation of the official American flag.
