Or, make it so only state government can distribute funds to citizens, while (obviously) only being allowed to tax citizens of that state. So if you get some liberals who want a California-style state fine-- but if they overtax there's a ton of options to go around the country. Currently we have Texas and Florida with no state income tax, but still plenty of total tax and of course wealth distribution by both state and federal government.
