the tampered catalytic converters.

I thought they faked the emissions control? They frigged the engine management firmware so that it would "recognise" when the car was being tested and would adjust the engine accordingly.

Yes, you are correct, they faked the emissions data and bribed the appropriate official cretins to pass their lies as facts.
