In a regular vaccine the body sees the dead virus or protein and creates antibodies to it. These antibodies are created by the cells machinery using mRNA. Your body creates its own mRNA that binds to ribosomes to ultimately create the antibody that binds the dead virus or protein injected.
The COVID vaccine bypasses your bodies machinery that creates the mRNA, by giving a ready made mRNA ready for translation into proteins.
It will prevent infections in many and minimize symptoms as well. It all depends on your bodies immune system and the response it mounts.
It WILL NOT prevent you from carrying or transmitting the virus. So if you are innoculated, because the test checks for viral protein in the nose, you may be carrying it and test positive. It is not 100% effective.

Splitting hairs or not, I believe that companies advertising the product as a vaccine constitutes the legal definition of false advertisement.
