The tweet is just an excerpt from his speech at CPAC, and he explained what he meant by pipehitter in detail in that speech. Short version, it's a term he heard from somebody he resepected a long time ago that basically means someone who's a grinder. Not saying you're right or wrong, just that the full context is in that Pompeo CPAC speech toward the end.
