I would not be discouraged by that as it does not mutually exclude any actions we would expect before then. The announcement would do at least a couple things:

Drive the left mad and let them know he is not going quietly into the night.

Allows for campaign contributions as an official candidate and raise money to take down the cabal. Note: I am not an expert on campaign law so pardon any technicalities
