My take is when he´s saying he´s going to beat them for the third time he could implicate that when he´s sworn in as 19th president his 2016-2020 term is null and so he can run in 2024 for reelection meaning one term in USA corporation and two terms in restored republic
The 2021 win would be permitted under the current Constitution. The 2024 win is optional under the 19th-century Constitution which has no term limits for the president. However if he does enough these 4 years he has the option of giving the 2024 win to his new vice president, and possibly the option of keeping it for himself.
Maybe he means both, i.e. 2021 (military election) and that he'll run again in 2024. Anyway, I'd rather think that at this point than that he actually means 2024 only because that will be too late.
