Chapter 8-2 indicates that it is indeed for presidential use (I don't know if that includes ex-presidents... ex-Presidents seem to be afforded a lot of the accommodations of current Presidents, i.e. still being called "President", secret service protection, TFRs, and I'm sure the list goes on), although I couldn't find the reference to "only in time of war" for the eagle flagstaff head.
