The flag topper regulations are military regulations, specifically Navy regulations regarding gold eagle being for those distinguished with a 19 or more shot salute.
These regulations do not have to be followed for non-military missions/functions. Civilian/non-military usage of the flags may use any topper they want.
I want to believe, but I also know what the regulations say.
