I am not sure if 19th is the right number. That is based on the first law passed to form a new government in DC (The Organic Act of 1871). This law formed a new constitution for a new corporation called United States Corporation Company. This corporation owns the land that the city-state of Washington DC is on. This corporation is ultimately run by the same people who own and run the corporations of the city of London (1 sq mi of it where all the banks are) and the Vatican.
The problem with the timing though, is that the Act of 1871 was repealed in 1874, and then reinstated via some revisions in 1878. There is also some unknowns on if the Republic was continuous through the civil war. All these together make it difficult to know for sure if the next President of the United States Republic will be 17, 18, 19 or 20. It really could be any one of those. I am sure many would love the continuity of 17 or 20 (myself included) but it is whatever it is when all the dust settles.
