Or some weird initiation ceremony in the Cabal, but I would have thought he'd already be well established in it.

Black eyes are not that easy to get for a normal person. This is a bit weird and it certainly is weirder that all of these publicly evil people seem to constantly get injured (like Biden and his bizarre dog story).
