Even if you can avoid it, they hassle you no end. In LA generally, you'll have a difficult time buying groceries. I can see people trying this excuse, and there's lots of other funny stuff you can do, like a mask made out of lace and junk like that. It's a mess out here in Cali, but the resistance is growing.
