I believe he received waaaay more votes than in any election due to the mail in votes, but even with that, on election night, they realized they still didn't have enough votes to overcome Trump's total, and proceeded with their blatant cheating. And even before that, the change in some state's election laws, such as PA, provided an avenue for more Biden votes then would have otherwise occurred. I believe Biden's total of LEGAL votes was several million less than the "official" count.
